British Columbia will be the first province in Canada to define and enshrine in legislation the principles of the Canada Health Act and add a sixth principle of sustainability to strengthen B.C.’s health system today and for future generations.

VICTORIA – Through legislation introduced today, British Columbia will be the first province in Canada to define and enshrine in legislation the principles of the
Canada Health Act and add a sixth principle of sustainability to strengthen B.C.’s health system today and secure it for future generations.
“British Columbians were clear in the Conversation on Health that they wanted an express commitment to a fiscally sustainable public health care system based upon one public payer for services under the Canada Health Act,” said Health Minister George Abbott. “Today we are delivering on the results of the Conversation in Health, enshrining in law the principles and values that provide the foundation upon which our health-care system is built.”
Amendments to the Medicare Protection Act clearly define the Canada Health Act principles of public administration, comprehensiveness, universality, portability and accessibility. The amendments will also add the principle of sustainability. The Medical Services Plan will be administered in a manner that is fiscally sustainable and provides for British Columbians’ current health care needs without compromising the public health care system for future generations.
In addition, the preamble of the Medicare Protection Act will be expanded to include other important values heard from participants in the Conversation on Health including individual choice, personal responsibility, innovation, transparency and accountability.
“In the Conversation on Health, British Columbians were very clear that additional values were important to them to ensure the sustainability of our public health care system,” added Abbott. “By including these additional values in our legislation we will truly have a comprehensive foundation upon which we can move forward to make our world-class health care system even better.”
The Medicare Protection Act is a fundamental cornerstone of British Columbia’s public health-care system. The act provides the legal provisions for the Medical Services Plan, which works to ensure access to medical and health-care services to all eligible residents of British Columbia.
