Where we are today:

Funding for K-12 education in B.C. is at the highest level in history, and the B.C. Liberal government is continuing to increase funding with Budget 2009, despite falling enrolment. New legislation puts a limit on class sizes, with requirements for accountability, transparency and consultation with teachers and parents. Currently, 99 per cent of classes have 32 or fewer students and 95 per cent of all classes have 30 or fewer students. School districts must now complete annual achievement contracts and literacy plans. Our students consistently rate as some of the top performing in the world in reading, math and science. The province has also committed to support independent schools by funding them at 35-50 per cent of public school grants.

Challenges and Opportunities:

K-12 enrolment in B.C. is has declined by more than 50,000 students since 2001 and is expected to continue declining in the years ahead. That decline leaves districts with surplus school space that can be used for other educational and community programs. More rural school districts are trying to find solutions to having fewer students spread out over large geographical regions. The independent school sector is also becoming more diverse and providing more options to families, but with that comes additional costs for those families.

Discussion:


What uses can surplus school space be put to in the community? How can government continue to build on student achievement? How can resources be focused so the most students possible have access to the widest range of programs and supports? Does the province’s current funding formula for independent schools meet the needs of our changing education environment?
